Why did they hold this? Can anyone please tell me if there is any way they are going to give it back to me and if so, when? There is no way they can just hold some ones money for no good reason.

Just go to http://www.paypal.com – on the top you will see “help”. Once it opens up just type in rolling reserve. It will pull up and look like this:

A reserve is money we temporarily hold in your account to make sure you can cover transaction liabilities like reversals or chargebacks. This helps minimize the risks for you and for PayPal, while providing a safer experience for your customers.
Rolling reserve:
We’ll hold your reserve on a rolling schedule. This means a percentage of the money you receive each day is held, and then released later. For example, your reserve may be set at 10% and held for a 90-day rolling period. So we’ll hold 10% of the payments you receive on the first day until day 91, 10% of your second day’s payments until day 92, and so on.
Minimum reserve:
A minimum reserve is the total amount of money you need to keep in reserve. For example, your reserve may be set at $5,000.00, which means we’ll hold 10% of each day’s received payments (on a rolling basis) until you reach that level.
We may need to adjust your reserve amount from time to time. It’s listed next to your balance on your Account Overview page.
