Usually, it’s fine. It’s a safe way to pay. But, if you have a seller dispute, as in on ebay, you can get screwed over pretty easily. Generally, I say don’t leave a lot of money lingering about in your paypal account. Move it quickly to your bank. That way, they can’t just take it from you if they don’t rule in your favor. However, if they rule in the other person’s favor, even if you are in the right, they will refund the other person, and then take you to collections over the money. Why mess with it?
I have had a PayPal account since 2001 (linked to checking account and 1 credit card) and do not have any selling experience with it, but have had no trouble at all with purchases. I just started using Ebay the past couple of months and bought a bunch of things I needed with no problems.
Just make sure that you use a hard to guess password and don’t fall for any phishing scams (I have gotten fake e-mails saying I had not paid for something I did not even bid on).
