Hiya, I sell items on ebay regularly. This is the second time I had this happen. I have a customer buy my auction, order some custom or live items, pay and then refuse package and get a full refund from paypal. I am out money and time. Is there anything legally I can do?

For custom orders, things you can’t easily resell, accept only money orders from the Post Office. Just remember, even with money orders from the Post Office you’re taking a chance given the huge number of fake money orders out there.
If you’re selling custom items, accept only postal money orders or cashiers checks. These can’t be “reversed”.
Report them to ebay. I believe they have a procedure to do so.
