Ebay’s monthly charge is right around the corner, and I have $0.00 dollars on my paypal account because it says the added funds to the account are still being processed. What happens if the funds don’t transfer immediately before Ebay charges the paypal account?

They take it from your credit card or bank account that you have on file.
Did you enroll to auto payment? If so, eBay will draw money directly from your registered bank account or your back up source (if your bank account has no money and you have a credit card as your back up) if you have a zero balance on your paypal account.
It gets billed to whatever you listed for your backup source: credit card, bank account, whatever.
When you first signed up you had to give eBay a credit card number. It will be billed to your credit card.
