I have my Discover card linked to my PayPal account. I purchased an item on eBay for $280 with PayPal (It billed my linked Discover card), then returned it and the seller credited my PayPal account for $300. If I purchase another item on eBay with PayPal, will that $300 dollars go towards that new purchase? Or will my Discover card be charged again? Also, is there a way to use that PayPal balance to pay off that Discover bill?

Paypal will use whatever you have with them first – so, yes it does. It’s the most sensible use of your balance.
You can get your cash out of Paypal altogether (to pay off your card, or whatever) – but they’ll charge you a percentage. Can’t remember what, but 3 rings a bell…
if you know or not paypal will suspend your account for the smallest of the smallest of the smallest thing, if you send paypal an email they will suspend you for bothering them, and i dont know if anyone knows this but this statement is a fact,
When you sign up for a paypal account lets just say your verified but your account has only been open about a week and half, then you receive a big amount of money (lets say £170) in your account, as soon as that money hits your paypal account paypal will suspend your account and ask you to go through the verification process cause you’ve received a high amount of money but your account has only been open a week and half, thats a fact, and it has happened to over 5000 people within the last month, Paypal have also been on the news in america for ripping one woman off, this is why everyone is turning to google checkout and moneybookers now, safe and secure like paypal but not much of the hassle.
Everones boycotting ebay and paypal and signing up with google checkout, i suggest you do the same or take the risk of getting court out like millions of other customers, also there are to many scams going about using people, people have ways to hack into peoples paypal account so yours could be at risk aswell,

BOYCOTT paypal and ebay, and join something more secure and safe like google checkout or moneybookers
