Ok I just made a purchase online. I have like 70 bucks on my fund and my purchase is over that by like a dollar. Does Paypal use my Paypal balance automatically first and then transfer the rest of the other money from my bank? Right now on my Related Transaction thing it say Add Funds from a Bank Account and amount “$71.02 USD”.

According to PayPal, they will use the money from your balance first. If that does not cover the purchase, they will deduct the balance from whatever funding source you have established with them. This could be a bank account, credit card or whatever.
