I don’t understand. Paypal doesn’t sell stuff. They are an online service, (Like a bank) that takes care of money for business instead of those businesses needing to set up their own merchant account. (That’s what lets a business take credit cards.)
They have accounts and also issue disposable one time use credit cards for shopping on line, as well as paypal MasterCard. They also convert money for international transactions. (Like Euros into dollars and so on.)
If you paid with something through paypal, you have something called buyer’s protection. You have fill out the online dispute form. In a case like this, you would click the ‘item not received button’ under reason. Then they open an investigation and see if the seller shipped it. If the seller didn’t, then you can get a chargeback, just like a regular credit card.
I love paypal because they don’t allow companies to set up automatic charges on your credit card, and their fraud protection is the best I’ve seen.

Your question doesn’t make sense. Paypal moves money, not items. If you have ordered an item from ebay, the bottom of the ad should have specified what shipper would be used. Also, the seller should have sent you an email stating the status, ship date, ship method, etc of you item.
Paypal doesn’t have anything to do with the actual shipping of a product. They only handle the money. First you need to contact the seller about not receiving the item and then you can contact Paypal and see if you are eligible for a refund.
