Alright, so I want to make a “personal” PayPal account but im not sure if you have to pay for it. As in, do they charge you for making the account with an activation fee, or monthly/yearly charges?

I used a AT&T VISA Gift card for my PayPal Account & when I checked the Transaction History It showed PayPal charged $1.00
no fees but you will need a bank account account
as for that person who got charge $1.00 that sound just a verification amount (to verify the account )it should fall off later)
no fees unless you are selling items and recieving payment through paypal. you do need a bank account or credit card (even a prepaid credit card would work).
