Heres where you can find the answer to your question. Though you still get charged fees, but at a lower rate. I dont think they provide a service for charity for free. Shame.
UK Fees
In fact, for a qualifying charity that previously paid 3.4% + 20p for receiving domestic payments, it need pay only 1.4% + 20p now – an overall reduction of 59%. Cross-border payment rates have also fallen.https://www.paypal.com/uk/charity
US Fees
* Charity transaction fees are 1.9% – 2.2% + $.30 USD; previous rate was 1.9% – 2.9% + $.30 USD. The 1.9% + $.30 rate is for monthly volume over $100,000. To be eligible, you must have documented 501(c)(3) status. New accounts will have the option to sign up as a nonprofit and will receive instructions on how to complete their PayPal application for charity pricing. Existing PayPal accounts that wish to apply for nonprofit pricing, please email compliance@paypal.com. Charity rates are available only to U.S. charities.https://www.paypal-portal.com/charity/
