No, you can buy most things only with a valid credit card. We do it all the time. We have found PayPal to be a big pain in the rear.
From some seller’s, yes. Not from all, no.
Paypal would prefer you have a verified address before buying and that includes selling on ebay as well. While some buyers are not verified, it can take longer for transactions to go thru if you are not a verified member. Verification takes no time and is better in the long run as far as your standing as a member.
