I have money in the card that I have linked to the Paypal account but I have absolutely 0 balance on the Paypal account itself. So… do I need to transfer money to the Paypal account or will the money in the card I have linked be used?

No you dont need to have any balance in your paypal account in order to purchase anything.If your balance is 0 it will automatically take the money out of the card you have linked to your paypal account.
