Basically it says i need to wait for paypal to pay me two small amounts and me pay them the exact amount back to confirm my account.
Is there anyway I could buy an item from ebay with paypal beofre this has happened?
I do not want to end up not being able to pay for the item in time after buying it

You can link your credit card/debit card to your paypal account. This will help you avoid having to confirm your bank account until you are ready. I hope this helps
no. It takes a few days for paypal to confirm your bank account, by making 2 small deposits usually between .01 and .20 cents, then you tell paypal what amounts they just put in, so both you and paypal know your bank details are correct. If you could buy an item before this happens paypal would get scammed by so many people by buying items with fake bank accounts. If you want to by something online with paypal before your bank account gets confirmed you need to add funds another way. Example: you can have a paypal with no bank attached, but you first have to sell an item on ebay to add funds, then you can use these funds to buy something else later.
Well you can always pay straight from creditcard and not join paypal to do it but yes you need to do that but you can also add a credit card to paypal and it wont deposit two amounts and do all that etc.
