Since no one seems to be answering your question I will try. You can receive money all day long just by setting up the account but you have no way to get it to your bank account with out verifying your account information, likewise you can’t “pay” for anything unless you can put money on your paypal account which requires paypal to verify your bank information. As far as I know there is no other way to get money into or out of paypal.
