Can You Use Paypal To Pay For Online Items Without Verifying Your Account?

First of all, is it possible to receive funds in my paypal account without verifying it first? I don’t have a credit card at the moment and am unable to verify it.
Say i wanted to pay for an item on ebay, having $200 in my paypal account, if it is possible to receieve money through paypal without verifying. Am I allowed to pay using my paypal funds even without verifying my account?
