My cousin wants to send me an amount she owes me. But she doesn’t have it in her checking account and cash advance rates are insanely high so she wants to do it through credit card.
Can she send the amount/make a payment immediately after opening a paypal account or does she have to wait or something? Thanks in advance!

She should be able to right away if it is on her credit card.
It may be possible but she needs to verify that with PAYPAL. The below website discusses use such as you described.
