My partner and I would both like our own eBay user IDs, but ideally we’d like them linked to the same PayPal account. Anyone know if we can do this within the rules of eBay and PayPal?

Yes, you are allowed to link 3 ebay IDs to one Paypal account.
Yes, you can add up to 8 email addresses (and therefore eBay ids) to your PayPal account https://www.paypal.com/helpcenter/main.j…https://www.paypal.com/helpcenter/main.j…
Yes eBay allows multiple accounts.
