Let’s say you sold something for 100 dolIars, and now you have 100 dollars on your paypal account, can you use that money on ebay? Or do you have to go through the whole creit card stuff?

You definitely can use it! PayPal actually prefers it when you use money on your account over using a credit card.
You can as long as you buy something for less than or equal to what you have in Paypal. If you use more than that it will need your cc or bank account #.
