Say if I sell something on eBay and the buyer pays for it via paypal. I then ship the item to them. The next day, I remove my bank account and close my account. A week later, the buyer makes a dispute for some reason and I have a negative balance! Can I get away with it and if so, how will paypal get the money!?????

Paypal can and will turn you over to a collection agency.
PS, it takes 180 days to close an account–primarily because they want to ensure that you have no open transactions that go bad.
