So, I made a transaction with someone over paypal little less than an hour there is a dispute regarding this transaction. Can anyone tell me paypal can make disputes or can only buyers?

paypal opened it just ask a security test. The same thing happened to me. Add a tracking number. After it is either delivered or the buyer leaves positive feedback, the hold is released
If someone pays for an item on PayPal and feels that there is a reason the payment should not go through then the person who sent the money can file a dispute. If the person receiving the funds did not receive the correct amount they can issue a refund, but I don’t think they can file an actual dispute.
