There is only one exception to that and it applies to accounts located outside the US. Paypal can send you to collections if needed. Collections does hurt credit scores. I would take the information you have and make a case against the buyer. If you have proof that your purchased the tickets, sent the tickets, and possibly that the tickets were redeemed you may have a case.
