yup, In order to accept a credit/debit card you must have a premier account. The premier account charges when you have money transfered into your paypal(dont hold me to it but I think its less than 3% that they take)
Private account is free, but ultimately you cant accept as many payments this way. Blah, always a trick in there somewhere.
