Can I Use Canara Bank Atm Card On Internet Purchases And Paypal?

I think to open an account with canara bank it costs rs.500 and they will give atm *** debit card. But my question is can i use that atm/debit card to purchase online and use on paypal. If not which bank allows this. But i cant get a credit card. I not having more than rs.1000 to create account at any other bank. Thanks in advance.
