Without a bank account or a credit card, you can only spend the money online with eBay or other merchants that accept PayPal payments.
The problem arrises when you have, as an example $100 in the PayPal account and you want to purchase something for $101. You have to put the extra $1 on a credit card. Or the inverse when you purchase $98 and you have $2 left over. What do you buy for $2 and have it shipped to you?
