I’m starting to make designs for people and I have a paypal account. What I want to know is that if someone is going to send me the money through paypal to my email, would THEY need to have a paypal account?

I agree with the earlier answers if you just treat the question as “I need paying by email to email”. Of course, you can take payments for your designs if you developed your Paypal account in to a Merchant account and they could pay by credit card without having a Paypal account. There is plenty of info on this by following the links on accepting credit cards on the Paypal home page.
To send money they will need a paypal account
If you send money to someone who does not have a paypal account, they will have to sign up for one in order to get the money out of the account
The good news is that it is quick and easy to sign up and it is FREE to send the money.

No, you have to have a paypal acct to send via paypal. Money transfer via paypal is only possible if it is your own acct to your own paypal acct.
that i know of no because they have to send you like a bill and have there card info in there to transfer into a bank
