Yes, you can list on eBay without having a PayPal balance. eBay essentially will run you a “tab” for the month and then bill you. If you have it set up for auto withdraw from your PayPal account, the funds will come from the balance first and bank account second. If you want to settle your tab before its due, you can make a one time payment using PayPal, Credit Card, Money Order, or Check.

Yes you can still list your item. Ebay will charge you a listing fee of around $3.25 or so, and a final value fee when the listing is finished and sold. Ebay will send you a bill of how much you need to pay at the end of every month. But go ahead and list your item and i hope you have great bids on your item
