No. You can receive money, but you can’t spend any money because your sending limit is $0.00. You need to add a credit / debit card or a bank account to raise that. Adding a card makes a check withdrawal available, or a bank account you can withdraw funds to there freely.
Try getting a $30 Visa Gift Card at your local Walgreens, that will raise your sending limit and confirm your address. Then you can sell stuff on eBay or do online surveys.
You can still receive money though right now but I don’t think you can send.

Yes, you can. But if you are using a site like Ebay, you may run into problems. Many sellers won’t sell to people with unverified accounts. There are those that will, but expect to wait several days until they ship your items.
You can but most people will wait 3 days for the money to clear before sending you an item.
