Some idiot lied to Paypal and has completely ruined my ability to use my Paypal account. Is there any way to open a new account such a Business account without them making a cross reference to my old account?

If that’s true, you need to contact PayPal and let them know.. Otherwise, no, you have to provide the correct information, otherwise you’ll have the police at your door, thinking your committing fraud, since you sound like you don’t want to give the same information. You HAVE to use valid information, name, address, credit card/debit card.
I suppose if you have another debit or credit card, you probably could.
Just try and see, you could always get a prepaid visa card and use it..
Would’ve been faster to try it instead of asking and waiting for an answer…
according TOS of paypal, One people only have 1 business account and 1 personal account.
