Not anymore (as of October 2008). The only way to pay on ebay now is through paypal. Ebay doesn’t allow money orders, checks, or direct credit/debit purchases anymore (unfortunately). It is however much safer to use paypal than using your debit card directly anyway and paypal is super easy to sign up for.

It is up to the individual seller. Paypal is used because it is a secure way of doing transactions and there are records of it. Most sellers take either paypal or money checks, but the check must be received by them before they continue on with the transactions. Just be careful with paypal and your accounts! I had my credit card number stolen off of that and they just drain your account.

You can use your debit (or credit) card within paypal for free. The other person gets your name, address (for delivery) and e-mail (in case they have a question).
Very secure, no charges to you.
