Not necessarily. Every PayPal account with a credit card start out with $2000 sending limit, which is the amount of money you can send using PayPal regardless of the credit limit you have with the card. The $2000 sending limit is a cumulative amount, meaning over the lifetime of the account you cannot send more than the cumulative amount of $2000. Once you have exceeded the limit, they will ask you to add a bank account to verify your account and lift the sending limit. Once you added and confirmed the bank account the sending limit will be lifted you can use the credit card for your transactions but make sure to click on ” More Funding Options” on the confirmation page before you send out the payment because once you register a bank that will be your default funding source.

You have to link your bank account so the account can be verified. Once it’s verified, you can charge all the transactions to your credit card.

Yes you can get a Paypal account without linking to bank account, they will ask if you want that option.
