I don’t have a credit card nor checking account, only a savings account. Here are my questions:
1. Can I have a paypal account even if I only have a savings account?
2. If yes, how would I be able to transfer money from my savings account to my paypal account?
3. If I use paypal to buy from ebay, can the seller receive the payment right away, or is there still a waiting time?

Yes they can take it out of a savings account.
You will have to ask Pay Pal about taking money out of your savings account but the credit card may be a must put in for vise it is most acceptable
