I am curious if someone has trouble with his or her account in bank and decides to have paypal send money to someone else’s bank account in his or her family, can he or she have that option avalible on paypal.

PP’s not a bank. It’s more like of an online wallet.
You can put your relative’s banking info in your PP without a hitch but still, PP wants everyone’s banking info in their PP account. If you decide to put your relative’s bank in your PP, confirming ownership and getting the money to it is 6-8 days total.
Wwhat you need is the routing number and the account number when you enter it. Just remember, banking info can only be removed from one account and added to another account twice.
