If you have the funds in PayPal they will pay them out for a purchase without the account being verified.
“Once you have reached your sending limit with your PayPal account, you must become Verified to continue sending money with our service” is a direct quote from the PayPal site.
Your spending limit would never be less that your balance.
vBulletin could require that your account be verified to sell you a software license but from what I saw on their web site I would be very surprised if they would. The prices I saw for a license were £100 for an owned one or £55 for a leased one. Neither of those fit your stated £65. Perhaps you have included some add-on or taxes.
