Paypal services not recognized and not authorised to be use as the official online payment method. Who says so? Bank Negara Malaysia (Central Bank of Malaysia).
Most local credit cards issued by local merchant banks from Malaysia are also not recognized as the official online payment method for most retailers online.
Your only solution to this is to open a Paypal account in Singapore. Get ebay.com.my staffs to assist you on this matter.

Yes you can register with PayPal with only a bank account. It’s not necessary to have a credit/debit card. Just register and file your bank account details.
Although, it’s encouraged that you have a credit card on file, basically for instant payments, security with possible fraudalent sellers, and whatnot. You’ll be fine with only a bank account.
