OH CRAP you just got conned from someone in Africa. They send you the payment via paypal, wait a couple of days, and report as not received even though it had a tracking number. BE CAREFUL.

Africa? Is it Nigeria, by any chance?
Anyway, the need to supply a tracking number makes me think that it's a scam. The e-mail that you got probably wasn't from Paypal. To check and see if it's legit, forward a copy of that email to spoof@paypal.com and they'll reply back and tell you if it's real or not.
Don't send the item until you hear back from them.

Why not check out the paypal terms and conditions. This was never a requirement but it has been a couple of years since I last used them. Due to the inordinately high rate of fraud from certain African countries, I never did business there, and I would be very suspect of this as well. If there is any doubt, refuse to ship until confirmed payment is received, not promised as is the case here. If they try to go outside of paypal, drop them like a rock, as it would be fraud.
