After an Ebay listing is sold and the bidder sends the payment through Paypal, can I spend the money I received immediately after and buy something?

You can send it immediately as soon as the payment has cleared into your PayPal account. You can only spend it using PayPal immediately. However if you want to send it at other places then you need to transfer the money to your bank account which takes between 5-7 working days.
As long as they send it as a direct payment, and not a check payment. The account balance will reflect it.
