I currently have a personal paypal account. One of my buyers wants to pay with a credit card. First, will I have to upgrade my account to accept a credit card? Second, will I have to pay Paypal the 4.9% fee as part of a credit card transaction?

If you have the paypal logo or you say you accept paypal, you have to upgrade and pay the associated fees. It is against policy to turn down CC payments if you say you accept paypal.
